Monitoring & Evaluation


Since inception, VEDAMAN has evaluated more than 30 projects, mainly in the area of animal health, crops, natural resources management and general community development work.


Why do we do monitoring and evaluation?

  • To satisfy the ever increasing demand for ACCOUNTABILITY from Donors. They want to see the impact of their development investments and they want to see that most of the investment they make reaches the targeted beneficiaries
  • Project performance can be enhanced via M&E and allow for better management and decision making,
  • A learning environment and engagement of all stakeholders in participatory learning processes helps to “improve” projects and also creates ownership of projects or processes.
  • Process orientation and Capacity Development (Empowering communities)

 

How M&E is Done

  • Objectively verifiableIndicators and the Means of Verification  are planned in the PPM.
  • These have to be followed closely throughout implementation, extra data collection is required.
  • Indicator related Reports (monthly, quarterly, biannual and annual).
  • Internal and external project/program evaluations/audits.
  • Participatory Impact Assessments
  • Community Participatory Evaluations


Technical Performance Monitoring – identify reasons for Success/Failure and decide whether to continue the project or not,

Difference between Monitoring and evaluation:

Evaluation is:
  • Systematic analysis of a planned, ongoing or completed project.
  • Aims to answer specific management questions (Continuation? Improvement? Stop?)
  • Can be done by the implementers themselves (empowerment and participation) or by external consultants
  • Aims to judge the overall value of a project (refer to criteria for performance measurement).
  • Lessons learnt should be incorporated to improve future actions, planning and decision making

Monitoring is:
  • Process of continual gathering and analysing information to make judgements about progress towards particular goals and objectives.
  • Monitoring identifies unintended positive and negative consequences of actions and reasons why they ocurr.
